Washington, D.C. — Planned Parenthood is set to regain access to federal Medicaid funding on July 4, one year after Republicans used the 2025 reconciliation law to block payments to clinics that provide abortion services.

The ban was included in the One Big Beautiful Bill Act, but Senate rules limited the provision to one year instead of the 10 years many conservatives wanted. Medicaid generally cannot pay for abortions under the Hyde Amendment, but the ban also blocked reimbursements for non-abortion services such as birth control, STI testing, cancer screenings, and preventive care.

The Hill reported that Planned Parenthood says 30 clinics closed during the funding cutoff, with many closures in rural, medically underserved, or contraceptive desert areas. Before the ban, about half of Planned Parenthood visits were from Medicaid patients, and the organization said Medicaid visits dropped sharply during the past year.

KFF reported that the federal ban is expiring, but states may still try to exclude Planned Parenthood from Medicaid programs after the Supreme Court’s Medina decision limited lawsuits by Medicaid patients challenging provider exclusions.

Anti-abortion groups are urging Republicans to renew the ban, while Planned Parenthood says patients already absorbed the cost of a political fight over access to care.
