RICHMOND, VA — With a high-stakes referendum looming, Donald Trump made a last-minute appeal urging Virginia voters to reject a proposed redistricting plan that could significantly reshape the state’s congressional map.

Speaking during a Monday telerally alongside House Speaker Mike Johnson, Trump characterized the ballot measure as a partisan effort that would shift the balance of power toward Democrats. He warned the proposal could lead to a heavily lopsided congressional delegation, arguing it would diminish Republican representation in Washington.

The referendum would allow Virginia lawmakers to redraw congressional districts ahead of the 2030 census. Supporters say the move is temporary and necessary to respond to ongoing redistricting efforts in other states. Critics, including Trump and Johnson, contend it is a political maneuver designed to secure additional Democratic seats.

Currently, Virginia’s House delegation stands at a narrow 6-5 Democratic majority. Under the proposed map, Democrats could gain a substantial advantage, potentially expanding to a 10-1 edge.

Democratic-backed group Virginians for Fair Elections defended the measure, accusing national Republicans of attempting to influence state politics for their own electoral benefit. The group argued the referendum would help “level the playing field” and give voters more control.

The vote comes as both parties nationwide increasingly pursue midcycle redistricting strategies ahead of the 2026 midterms.
