New York City, New York — A new investigation by THE CITY found that more than 93% of documented ICE street arrests in the New York metropolitan area targeted Latinos, fueling accusations of racial profiling and unconstitutional enforcement tactics during President Donald Trump’s second term.
The investigation reviewed more than 1,200 federal lawsuits filed between October 2025 and March 2026 and identified at least 430 street arrests across New York, Long Island, and New Jersey. According to the report, Latinos accounted for the overwhelming majority of arrests, despite estimates showing they represent roughly 66% of the undocumented immigrant population in the region.
Court filings reviewed by reporters described masked ICE agents detaining immigrants on residential streets, outside workplaces, and near schools. Several lawsuits allege agents stopped individuals because they “looked similar” to other targets before arresting them anyway after discovering they lacked legal immigration status.
The report also documented allegations of excessive force, including smashed car windows, tasers, physical assaults, and racial slurs during arrests. Immigration attorneys and advocacy groups accused ICE of conducting broad sweeps in Latino neighborhoods while relying on racial appearance and language as probable cause.
Federal judges in several cases criticized ICE tactics, with one Trump-appointed judge writing that agents had “grossly abused their authority” during a wrongful arrest on Long Island. ICE has defended its operations as lawful immigration enforcement and has denied broader allegations of misconduct.
