New York, NY — New York City Mayor Zohran Mamdani called for Immigration and Customs Enforcement to leave the city after a federal agent fired seven rounds into a vehicle, wounding a 28-year-old man while his 5-year-old son was inside.
Police Commissioner Jessica Tisch identified the wounded man as Oscar Belgal and said he was struck in the neck below his left ear. His son was physically unharmed and later placed with a family member.
Belgal was taken to a hospital, but Mamdani said ICE agents removed him shortly before city officials held a Thursday night press conference. The mayor said negotiations with President Donald Trump and Homeland Security Secretary Markwayne Mullin seeking Belgal’s release were unsuccessful.
DHS said ICE agents were conducting a “targeted enforcement operation” when an officer fired. The department described Belgal as an unauthorized immigrant from the Dominican Republic. Tisch said Belgal has two previous New York arrests, including a 2023 robbery case resulting in probation and a pending drug-sale case.
Rep. Adriano Espaillat said federal agents prevented both him and Belgal’s family from entering the hospital room.
Gov. Kathy Hochul called for federal authorities to provide a full and transparent account of the shooting, while Espaillat demanded that all available video evidence be preserved.
