Albany, New York — New York Democrats are pressing the Trump administration to refund billions to businesses and consumers after the Supreme Court struck down most of the president’s global tariffs.

Sen. Kirsten Gillibrand said during a virtual press conference that Americans paid roughly 96% of the tariff costs, generating about $130 billion in federal revenue. She called on Treasury Secretary Scott Bessent to issue refunds immediately. “That’s money that President Trump now owes back to the American people,” Gillibrand said. She also suggested affected businesses sue the trade commission to compel action and urged struggling companies to contact Attorney General Letitia James for legal support.

Gov. Kathy Hochul’s office said the state is exploring options to recover funds. Hochul also proposed a $30 million relief plan to help farmers manage higher costs for equipment and fertilizer. Her office cited data showing over 80% of agrochemical imports and 70% of farm machinery come from countries subject to tariffs of 10% or more.

Senate Minority Leader Chuck Schumer highlighted Rochester business owner Ben Pearson, who reportedly lost $1 million due to tariffs and reduced his workforce by 20%.
