Donald Trump has stated he will not ban birth control if re-elected, but his past policies suggest he could make access more difficult. During his presidency, Trump enacted measures allowing employers to opt out of birth control coverage in health insurance and restricted the Title X family planning program, causing many clinics to leave.
Conservative allies plan to reintroduce and expand these policies under a “Project 2025” blueprint. Proposals include removing insurance coverage requirements for male condoms and emergency contraception, and emphasizing natural family planning methods.
These actions could significantly restrict contraception access, especially as many states now prohibit most abortions. Post-Dobbs, the Biden administration has expanded access to contraception, including approving an over-the-counter birth control pill and mandating broader insurance coverage.
Emma Waters of The Heritage Foundation supports these changes, arguing they are “medical safeguards” rather than restrictions, criticizing the Biden administration for promoting broad access to contraception.
Trump’s recent comments on considering contraception restrictions prompted backlash, though he later assured he wouldn’t ban it. Former Trump official Roger Severino claimed that the proposed restrictions are not equivalent to banning contraception and accused Democrats of fearmongering.
The Biden campaign highlighted Trump’s history of disrupting women’s reproductive rights, emphasizing the significance of his Supreme Court appointments. Trump’s campaign distanced itself from the Project 2025 proposals, stating that no policies are official unless announced by the campaign.
Conservatives hope to reinstate Trump-era policies, including cuts to the Teen Pregnancy Prevention Program and changes to the Affordable Care Act that provided no-cost birth control to millions of women. They also seek to revive Title X restrictions, which previously led to a significant drop in clients receiving contraceptive services.
The Project 2025 blueprint calls for rapid reinstatement of Title X restrictions, including promoting marriage and fertility awareness. Critics argue these moves would limit access to birth control and equate some contraceptives with abortion, impacting women’s reproductive health choices.
