WASHINGTON, D.C. — Democratic senators introduced a war powers resolution aimed at preventing President Donald Trump from launching military action against Cuba without congressional approval.

The resolution, filed by Sens. Tim Kaine, Ruben Gallego and Adam Schiff, would require the president to withdraw U.S. forces from hostilities involving Cuba unless Congress authorizes military action. Lawmakers said the measure is intended to reaffirm Congress’s constitutional authority to declare war and could receive a Senate vote later this month.

The effort follows recent comments by Trump suggesting that Secretary of State Marco Rubio was negotiating with Cuban leaders during the island’s ongoing energy crisis. Trump also referenced the possibility of a U.S. “takeover” of Cuba, which raised concerns among Democratic lawmakers about potential military involvement.

Cuban President Miguel Díaz-Canel confirmed that officials from both governments recently held discussions to address longstanding tensions between the two countries. While Democrats have used war powers resolutions to challenge Trump’s foreign policy in the past, similar efforts have not yet passed Congress.
