A federal judge ruled Monday that Planned Parenthood clinics nationwide must continue receiving Medicaid reimbursements, blocking a Trump administration effort to defund the organization via provisions in the president’s tax legislation.

U.S. District Judge Indira Talwani issued the order as part of an ongoing legal challenge. Talwani wrote that cutting reimbursements would likely harm patients by reducing access to contraception and STI treatment, and increase unintended pregnancies and health complications.

The Trump-era tax law included a clause halting Medicaid payments for one year to any abortion provider that received more than $800,000 in Medicaid funds in 2023. Though the law did not name Planned Parenthood, the group argues it was the clear target.

Planned Parenthood claims nearly 200 clinics across 24 states could close if the funding is halted, affecting over 1 million patients. The group is suing Health and Human Services Secretary Robert F. Kennedy Jr. over the provision.

The Department of Health and Human Services responded Monday, defending the funding cut as a matter of state rights and organizational accountability.
