Sen. Rick Scott (R-FL) and Republican allies have introduced an amendment to President Trump’s sweeping tax and spending package that would cut Medicaid by an additional $313 billion over ten years. The proposal targets Medicaid expansion under the Affordable Care Act, ending the 9-to-1 federal match for able-bodied adults without dependents starting in 2031.

Current enrollees would keep their enhanced benefits, even if they temporarily leave the program and return. The Congressional Budget Office estimates that, if adopted, the Senate bill’s total Medicaid savings could rise to $1.24 trillion over a decade.

Sen. Mike Lee (R-UT), Sen. Ron Johnson (R-WI), and Sen. Mike Crapo (R-ID) joined Scott in backing the measure. Senate GOP leaders, including Majority Leader John Thune, expressed support but stopped short of guaranteeing the amendment’s passage.

Scott emphasized the amendment gives states time to adjust: “Nobody gets kicked off.” The amendment could face resistance from moderates and risks complicating final negotiations over the 940-page reconciliation bill still under debate.
