SOUTH PADRE ISLAND, TEXAS — Newly released federal records show a 23-year-old U.S. citizen from San Antonio was fatally shot last year by a federal immigration agent during a late-night traffic stop that was not publicly disclosed at the time.

Ruben Ray Martinez died March 15, 2025, after being shot during an encounter involving Homeland Security Investigations (HSI) agents assisting local police with traffic control following a crash. According to heavily redacted ICE records obtained through a Freedom of Information Act lawsuit, agents ordered Martinez to stop his blue Ford. The report states the vehicle accelerated forward, striking an agent who landed on the hood, prompting a supervisory agent to fire multiple rounds through the driver’s window.

Martinez was transported to Valley Regional Medical Center in Brownsville, where he was pronounced dead. His mother disputes the federal account, saying investigators told her video evidence contradicts agents’ claims that her son intentionally ran over an officer.

The Texas Rangers are leading the investigation and describe it as active. DHS said Friday the shooting involved “defensive shots” after an agent was struck. Family attorneys are demanding transparency and questioning why federal agents were present at a local traffic collision.
