The Louisiana legislature is advancing two bills that would ban weather modification experiments, including cloud seeding and solar radiation management, despite the minimal scientific presence of such practices in the state. Senate Bill 46 and House Bill 608—sponsored by Republicans “Big Mike” Fesi and Kim Coates—would prohibit releasing chemicals into the atmosphere to alter weather, with Coates’ bill including a $200,000 fine per violation.

Proponents cite growing concern over unregulated geoengineering. Critics argue the measures stem more from misinformation than evidence. Sen. Fesi alleged government-run cloud seeding programs, citing visible contrails as proof—claims widely dismissed by atmospheric scientists. “Look up in our sky,” he said.

Experts note that cloud seeding is rare along the Gulf Coast due to unsuitable weather conditions. While techniques using silver iodide have proven somewhat effective in mountainous regions, they remain unproven in the South.

Despite this, the bills are gaining traction, echoing similar legislation passed in Florida and Tennessee. Coates called her bill precautionary: “Why mess with Mother Nature?”
