MINNEAPOLIS, Minnesota — Minnesota and federal authorities are investigating allegations that Immigration and Customs Enforcement officers seriously injured a Mexican national during a January 8 arrest outside a Minneapolis shopping center.
Alberto Castañeda Mondragón suffered eight skull fractures and brain bleeding following the encounter and was hospitalized in intensive care. He alleges officers pulled him from a vehicle, threw him to the ground, and repeatedly struck him with a baton. ICE disputes that account, stating he attempted to flee while handcuffed and “fell and hit his head against a concrete wall.”
Medical staff reportedly indicated that the extent and placement of the fractures were inconsistent with a single fall. A CT scan showed injuries to the front, back, and both sides of his skull. Investigators from the St. Paul Police Department and the FBI have sought surveillance footage from nearby businesses, though some recordings may have been automatically overwritten after more than 30 days.
The case unfolds alongside separate federal scrutiny involving ICE officers in Minneapolis, where prosecutors recently dropped charges in another matter after video evidence contradicted sworn testimony.
Ramsey County Attorney John Choi said authorities would investigate “to seek the truth and hold accountable anyone who has violated Minnesota law.” Castañeda Mondragón is scheduled to meet with ICE on February 23.
