Minneapolis, Minnesota — Federal investigators arrested a man accused in a massive Minnesota healthcare fraud scheme after authorities said he escaped during an FBI raid by jumping from a fourth-floor balcony window.
According to FBI Director Kash Patel, Muhammad Omar was taken into custody Thursday after investigators spent hours searching for him following the dramatic escape attempt. Omar is accused of participating in a healthcare fraud operation connected to a Housing Stabilization Services company that allegedly billed Minnesota Medicaid programs for services never provided.
Federal prosecutors said the broader case involves 15 indictments and more than $90 million in alleged fraud tied to several state-managed healthcare programs. Authorities claim taxpayer-funded money intended for vulnerable residents, including people needing housing and autism-related services, was diverted for personal enrichment.
Investigators released surveillance video appearing to show Omar limping away from the building after the fall. Federal agents later located and arrested him without additional incident.
Assistant Attorney General Colin McDonald described the case as one of the largest Medicaid fraud investigations in Minnesota history. During a news conference, McDonald said the schemes targeted programs serving vulnerable populations while fraudsters treated public funds “like their personal piggy bank.”
The investigation remains ongoing, and federal officials indicated additional charges could still be filed as investigators continue reviewing financial records and evidence connected to the alleged scheme. The case also adds to growing national scrutiny surrounding Medicaid fraud and oversight failures in state-administered healthcare programs.
