SAN FRANCISCO, Calif. — A federal judge has ruled that the Trump administration cannot fine or cut federal funding to the University of California over claims it allows antisemitism or other discrimination without due process. U.S. District Judge Rita Lin issued a preliminary injunction Friday, saying the administration’s actions violated both the First and Tenth Amendments.
The Justice Department had demanded UCLA pay $1.2 billion and comply with new federal conditions to restore frozen research funding, including screening international students and enforcing gender definitions aligned with administration policy. Lin, a Biden appointee, found the administration engaged in a “concerted campaign to purge ‘woke,’ ‘left,’ and ‘socialist’ viewpoints” from top universities.
UC President James B. Milliken said such fines would “devastate” the system, which operates some of the nation’s leading public campuses. The injunction blocks the administration from conditioning grants on ideological or political compliance.
The Trump administration has targeted multiple universities for alleged civil rights violations, arguing diversity and inclusion programs discriminate against white and Asian students. Lin’s order remains in effect indefinitely while UC and federal officials continue settlement talks.
