Utah will become the first state to ban LGBTQ pride flags from public schools and government property after Gov. Spencer Cox (R) allowed a controversial bill to become law without signing it. The measure takes effect May 7.

The law originated from state Rep. Trevor Lee (R), who openly stated it was designed to remove pride flags from educational institutions. The final version of H.B. 77, passed by both chambers of the legislature, expanded the ban to include all government buildings.

In a letter to lawmakers, Cox voiced “serious concerns” about the bill, particularly the section affecting government property. However, he said he would not veto it, anticipating that legislators would override him. He criticized the measure as a “culture war” bill that could alienate students, writing, “In an attempt to make some kids feel more welcome, other kids feel less welcome.”

The decision could heighten tensions with Salt Lake City, where officials have lit city buildings in rainbow colors in protest.
