Washington, DC — President Donald Trump has waived key Russia-related sanctions and tariffs passed by Congress just weeks ago, delaying measures designed to cut into Moscow’s energy revenue as its war in Ukraine continues.

Trump signed the Lindsey O. Graham Sanctioning Russia and Iran Act on Sept. 18. The law authorized tariffs of up to 100% on major purchasers of Russian oil and gas and targeted countries helping Moscow evade sanctions. Many of those provisions were scheduled to take effect this weekend.

In Friday’s executive order, Trump waived multiple sections of the law, saying the move was in the national interest. The administration also directed the U.S. trade representative to continue monitoring purchases of Russian energy and left open the possibility that the penalties could be restored later.

The move follows Trump’s recent agreement to allow Russian diesel into U.S. and global markets, a decision criticized by a bipartisan group of senators who warned that additional energy revenue could help finance Russia’s war effort.

Russia welcomed the latest decision. Putin envoy Kirill Dmitriev has said Moscow and Washington are discussing broader economic cooperation, including energy and technology projects.

The waiver leaves Congress’ sanctions framework intact, but delays some of its most significant immediate penalties.
