President Trump told top U.S. military officials Tuesday that troops should use “dangerous” American cities as “training grounds,” escalating his push to deploy federal forces in Democratic-led areas.
Speaking at Quantico, Trump singled out Chicago — calling it a “big city with an incompetent governor” — and Portland, which he described as a “war zone,” despite local leaders disputing that characterization. He vowed to “straighten out” cities run by “radical left Democrats.”
Trump defended his domestic use of troops, claiming he was not the first president to deploy the military for public order. He referenced an executive order establishing a National Guard “quick reaction force” to quell disturbances nationwide.
In his remarks, Trump said soldiers should be able to “hit” demonstrators if spit on, and that federal agents attacked with rocks or bricks should “do whatever the hell you want to do.”
Critics argue the plan violates the Posse Comitatus Act, which restricts federal troops from engaging in civilian law enforcement without explicit legal authorization. Illinois Gov. JB Pritzker (D) has already pledged to resist Trump’s efforts to send troops into Chicago.
