WASHINGTON — President Donald Trump on Sunday renewed his proposal to issue a $2,000 “tariff dividend” to most Americans, claiming the payments would come from record revenues generated by import duties. The announcement came as the Supreme Court deliberates the legality of Trump’s sweeping tariff program, which faces its most significant legal challenge to date.

“We are taking in trillions of dollars and will soon begin paying down our enormous debt,” Trump wrote on Truth Social, adding that “a dividend of at least $2,000 a person” would be distributed to lower- and middle-income Americans. The promise marks the latest iteration of a proposal Trump has repeatedly floated but not implemented.

The Court heard arguments this week questioning whether Trump had the constitutional authority to impose broad tariffs without congressional approval. Several justices suggested the duties functioned more as a tax measure than an emergency trade policy, raising the possibility the government could owe importers more than $100 billion in refunds if the tariffs are struck down.

Treasury Secretary Scott Bessent defended the policy, telling ABC’s This Week the tariffs aim to “re-balance trade, not raise revenue.” Analysts say any dividend plan would require congressional authorization and could undermine Trump’s debt-reduction claims.
