Dallas, Texas — President Donald Trump promised Wednesday to send every adult U.S. citizen a $5,000 “Trump Dividend” if Republicans retain control of both the House and Senate in November’s midterm elections.
“If the Republicans win, you win with us and you get $5,000,” Trump told supporters at the Republican Party’s midterm convention in Dallas. He said recipients would have to spend the money inside the United States but provided no detailed funding mechanism or legislative proposal.
The price tag is substantial. With roughly 240 million U.S. adults, a universal $5,000 payment would cost about $1.2 trillion. That far exceeds the approximately $284 billion in tariff revenue collected since Trump returned to office, according to Reuters. Any nationwide payment would also require congressional authorization rather than simply a presidential order.
Vice President JD Vance later suggested wealthy Americans might be excluded and said tariff revenue could help fund the plan, though no income cutoff or financing details have been released. The administration previously floated a smaller $2,000 tariff dividend that Congress never enacted.
Trump announced the proposal while urging voters to treat the midterms as effectively a referendum on his presidency. Republicans currently control both chambers, making the promise explicitly contingent on voters maintaining that control.
For now, the $5,000 payment remains a campaign pledge rather than an enacted federal program.
