Washington, D.C. — The Cook Political Report shifted five governor race ratings Friday, moving four toward Democrats and one slightly away from them as the 2026 midterms approach.
Cook moved Ohio from Lean Republican to Toss Up, citing a tight race between Republican Vivek Ramaswamy and Democrat Amy Acton. The report pointed to polling showing the candidates statistically tied and concerns about Ramaswamy’s favorability even among some Republicans.
Arizona also moved toward Democrats, with Gov. Katie Hobbs appearing better positioned against likely Republican nominee Rep. Andy Biggs. Maine and New Mexico shifted to Solid Democrat, reflecting Democratic advantages in both open-seat contests.
Oregon was the only race moved in the opposite direction, shifting from Solid Democrat to Likely Democrat. Cook cited Gov. Tina Kotek’s weak approval ratings and a competitive challenge from Republican state Sen. Christine Drazan.
Cook analyst Jessica Taylor wrote that the changes reflect a more favorable national environment for Democrats and stronger candidate recruitment. The shifts could matter nationally because Democrats are trying to reach their highest number of governorships since 2010, while Republicans are defending open seats in several competitive states.
