The Texas Legislature has passed House Bill 1586, a measure that makes it easier for parents to exempt their children from school-required vaccinations. The bill now awaits the signature of Gov. Greg Abbott, who is expected to sign it.
The bill, authored by Rep. Lacey Hull (R-Houston), doesn’t change the vaccine schedule but allows parents to download exemption forms online instead of requesting them by mail from the state health department. Supporters, including Texans for Vaccine Choice and Texans for Medical Freedom, call it a win for parental rights and bureaucratic efficiency.
Critics argue it will lower vaccination rates and fuel disease outbreaks. The state is currently battling its worst measles outbreak since 2000, with over 700 cases and two deaths this year.
Public health advocates warn the bill could lead to more illness and higher health care costs. Data shows vaccine exemption requests in Texas have more than doubled since 2018.
If signed, the law will take effect September 1.
