Education leaders in Pennsylvania are scrambling after the Trump administration announced it would withhold over $230 million in congressionally approved education funding. The delayed funds cover after-school programs, teacher training, migrant education, and English language instruction, impacting the state’s most vulnerable students.
The U.S. Department of Education notified the Pennsylvania Department of Education just one day before the funds were expected. The decision is unrelated to the broader budget reconciliation bill awaiting House approval.
State Rep. Peter Schweyer (D-Lehigh) said officials were blindsided, with many districts already finalizing summer and after-school plans. “The Trump administration is beyond reckless,” Schweyer said.
Advocates, including the Education Law Center, say the freeze violates the Impoundment Control Act. “Only Congress holds this constitutional power,” said legal director Maura McInerney.
Programs affected include migrant education ($11M), English acquisition ($20M), 21st Century Learning Centers ($54M), and adult literacy grants ($20M). Pennsylvania faces the sixth-largest impact nationwide, behind only California, Texas, New York, Florida, and Illinois.
