Living United for Change in Arizona, or LUCHA, has begun training “constitutional observers” to monitor polling environments and document activity that could intimidate voters. The group says it is particularly concerned about Immigration and Customs Enforcement after increased immigration enforcement around parts of Arizona earlier this year.
The Trump administration has said ICE does not plan to target polling locations, and sending armed federal agents to polling sites for general enforcement purposes would raise serious legal concerns. However, administration officials have also said agents could execute warrants at polling places under some circumstances.
Other organizations, including the Save America Movement, National Action Network and several labor unions, are organizing observers in states with competitive Senate races. Their stated goal is to document potential intimidation without directly confronting federal agents.
The Justice Department is also planning a major presence. Civil Rights Division chief Harmeet Dhillon said approximately 1,000 DOJ personnel could be deployed to monitor polling sites, describing it as the department’s largest election-observer effort.
Election officials note that large monitoring campaigns are announced frequently, though actual activity at polling places is often far less dramatic.
