Texas Governor Greg Abbott announced a 30-day special legislative session starting July 21, summoning lawmakers back to the Capitol after vetoing 26 bills late Sunday. The call includes six specific bills, such as SB 3, which would have banned hemp-derived THC products. Abbott labeled the list “initial,” leaving room to add more items.
Absent from the call was a proposal, encouraged by President Donald Trump, to redraw Texas’ 38 U.S. House districts ahead of the 2026 midterms.
Bills Abbott wants reconsidered address topics including water regulation, property recording, and an affirmative defense for trafficking victims. Notably, Abbott vetoed HB 413—a bipartisan criminal justice reform bill—despite it passing the House 126–10 and the Senate 30–1.
He also vetoed SB 974, which would have allowed public school teachers to serve on appraisal review boards. Critics claimed it risked conflicts of interest in property tax assessments.
Speaker Dade Phelan’s office has not commented on whether additional issues could be added. Lawmakers can only pass legislation related to topics the governor specifies during a special session.
