Government watchdog group American Oversight has filed a lawsuit against Defense Secretary Pete Hegseth and several top Trump administration officials, alleging they violated federal records laws by using the encrypted messaging app Signal to discuss U.S. military strikes in Yemen.
The lawsuit, filed in federal court in Washington, D.C., targets Hegseth, National Intelligence Director Tulsi Gabbard, CIA Director John Ratcliffe, Secretary of State Marco Rubio, Treasury Secretary Scott Bessent, and others. It stems from a Signal group chat earlier this month that included operational details about U.S. strikes on Houthi targets—and mistakenly included The Atlantic’s editor Jeffrey Goldberg.
American Oversight alleges the use of Signal, without proper archival procedures, violated the Federal Records Act. “We’re seeking to recover unlawfully deleted messages and prevent further destruction,” the group said.
National Security Adviser Mike Waltz admitted Tuesday he created the group chat and called the inclusion of a journalist “a mistake.” Gabbard and Ratcliffe told the Senate Intelligence Committee that no classified information was shared and agreed to an audit of the conversation.
