The United States and Ukraine signed a new agreement Wednesday to establish the United States–Ukraine Reconstruction Investment Fund, marking a major step in economic cooperation amid ongoing war with Russia. The deal follows recent tensions between Donald Trump and Ukrainian President Volodymyr Zelensky, including a fiery exchange at the White House in February.
Treasury Secretary Scott Bessent credited Trump’s “tireless efforts to secure a lasting peace” and emphasized the fund’s intent to exclude any person or entity that supported Russia’s war machine from benefiting from Ukraine’s reconstruction.
Ukraine’s Deputy Prime Minister Yulia Svyrydenko, who signed the agreement in Washington, noted the fund will be governed equally by both nations, without debt obligations to the U.S. She said the deal allows for shared investment and reflects “equal partnership.”
The U.S. Treasury and International Development Finance Corporation will oversee implementation. Bessent said Ukraine had proposed last-minute changes but the U.S. stood firm on the original terms.
