WASHINGTON, D.C. — President Donald Trump says a U.S.-brokered peace proposal to end the war in Ukraine is close to completion, with only “a few remaining points of disagreement” left to resolve before he meets Russian President Vladimir Putin and Ukrainian President Volodymyr Zelenskyy. In a Truth Social post, Trump said special envoy Steve Witkoff will travel to Moscow for direct talks with Putin, while U.S. Army Secretary Dan Driscoll will meet the Ukrainian delegation.
The administration initially circulated a 28-point peace framework drafted by the United States, which drew bipartisan criticism in Washington for appearing to favor Russia, in part by raising questions about territorial concessions. Officials now say the document has been “fine-tuned” with input from both sides, and some of the most sensitive issues will be left for direct discussions between Trump and Zelenskyy once a broader outline is in place.
Ukraine has reportedly agreed to a slimmed-down version of the plan, according to prior reporting citing European diplomats, while Russia’s top diplomat has signaled discomfort with any deal that rolls back its earlier demands. Trump said he, Vice President JD Vance, Secretary of State Marco Rubio, and Defense Secretary Pete Hegseth will receive real-time briefings as talks continue.
The war began in February 2022 with Russia’s full-scale invasion of Ukraine. U.S. officials emphasize that the current proposal is still a framework, not a final agreement.
