Hackers accessed email communications between the Library of Congress and congressional offices, including the Congressional Research Service, from January to September this year, according to a notification obtained by NBC News.

The breach exploited a software vulnerability, which has since been mitigated. The Library of Congress, a critical research resource for Congress, has referred the case to law enforcement and is conducting its own investigation. The notice did not name the hackers, referring to them only as “the adversary.”

This incident follows a history of cyberespionage operations targeting U.S. government networks, with China and Russia previously accused of sophisticated hacks, including the SolarWinds breach in 2020.
