Washington, DC — Federal immigration investigators reviewed nearly 100 million voter-related records and considered undercover operations against voter-registration groups as part of a nationwide search for noncitizens suspected of voting illegally.

Documents obtained by Democracy Forward show Homeland Security Investigations analyzed roughly 50.6 million voter-roll records supplied by the Justice Department and another 48.4 million records provided through DHS adviser Heather Honey’s “independent sources.” The records also identify several battleground states as priorities.

Investigators additionally reviewed nonprofit organizations involved in voter registration and discussed using undercover agents where groups were suspected of helping noncitizens register. Some state election data may also have been considered for entry into Palantir software used by ICE for immigration enforcement.

The effort comes as ICE has separately begun asking detainees whether they have ever voted illegally and, if so, whether they voted by mail or in person. The Washington Post reported that the questioning was added to ICE’s booking system in August.

The records document an unusually expansive federal effort to uncover election fraud, though several inquiries described in the files reportedly closed without producing evidence of wrongdoing.

Democracy Forward argues the operation risks intimidating eligible voters. DHS maintains that it investigates credible allegations of criminal activity, including election-related offenses.
