Internal documents obtained by The Hill reveal that the Federal Emergency Management Agency (FEMA) is “not ready” for the upcoming hurricane season, raising alarms as President Trump and Homeland Security Secretary Kristi Noem signal interest in dismantling the agency altogether.

Slides from FEMA’s internal “Hurricane Readiness Complex Problem Solving” meetings cite a lack of resources, reduced personnel quality, and disruptions in contracts and staffing. One slide warns that “intent cannot be wind down and be ready to support [the] nation in a major response.”

DHS disputed the concern, calling it an “unsubstantiated opinion” from a single official, and insists FEMA is fully activated under new acting administrator David Richardson. However, the agency recently underwent a leadership shakeup after former head Cameron Hamilton was dismissed for publicly opposing FEMA’s elimination.

Former FEMA officials called the internal concerns “alarming,” while others say internal candor is typical during readiness planning. Additional reports show NOAA and the National Weather Service are also struggling with staff shortages.
