The Department of Justice (DOJ) has found that the Memphis Police Department (MPD) used excessive force, conducted illegal arrests, and discriminated against Black residents. The investigation, launched in 2023 after the death of Tyre Nichols, also revealed issues in how MPD handled individuals with behavioral disabilities and children, pointing to systemic failures in training, supervision, and accountability.

The City of Memphis, while cooperating during the probe, rejected a proposed federal consent decree, citing the investigation’s speed and questioning its conclusions. City Attorney Tannera George Gibson argued the findings require legal review and warned a decree would impose significant costs on residents.

Despite DOJ efforts, no consent decrees have resulted from its 12 police misconduct investigations under the Biden administration.
