The White House announced that President Joe Biden has signed a classified national security memorandum to guide the incoming Trump administration in countering the growing alliances between China, Iran, North Korea, and Russia. Developed over the summer, the memorandum outlines strategies for addressing these adversarial partnerships.
The memorandum, shaped by Biden officials, includes four key recommendations:
- Enhancing U.S. interagency cooperation.
- Accelerating information-sharing with allies regarding adversarial activities.
- Refining the use of sanctions and economic measures for maximum impact.
- Preparing to manage simultaneous crises involving these nations.
This guidance comes as cooperation among the four countries has intensified since Russia’s 2022 invasion of Ukraine. Officials noted:
- Russia has turned to Iran for drones, missiles, and military support and accepted North Korea as a nuclear state in exchange for artillery, missiles, fuel, and troops.
- China is aiding Russia’s military-industrial efforts while deepening its joint military and Arctic patrols with Moscow.
- North Korea and Russia are collaborating on manufacturing and military expansions.
Despite differing worldviews, both the outgoing Biden administration and the incoming Trump administration have sought to align on national security during the transition.
