Laredo, TX — A 56-year-old Dallas man who died Saturday after nearly four months in Immigration and Customs Enforcement custody was a lawful permanent resident of the United States, ICE confirmed Monday.

Emiliano Andrade-Covarrubias, a Mexican citizen who had lived in Dallas for decades and raised three U.S.-born children, was found unconscious in his bed at the Rio Grande Processing Center. He was pronounced dead about 20 minutes later. His cause of death remains under investigation.

ICE detained Andrade-Covarrubias while he was returning from Mexico in June. The agency alleges he obtained his green card fraudulently by failing to disclose a 2004 theft arrest and had placed him in removal proceedings.

His daughter disputes that account, saying her father disclosed his criminal history during the application process and immigration officials nevertheless approved his permanent residency.

She also said her father suffered from heart disease, diabetes and high blood pressure and repeatedly complained of breathing problems and chest tightness while detained. According to his family, facility staff did not consistently provide his medications or adequately respond to his medical concerns. ICE says he received appropriate medical care.

Andrade-Covarrubias is the seventh person to die in ICE custody in Texas this year. Rep. Henry Cuellar has requested additional information from the agency about his treatment and death.
