Houston, TX — A 48-year-old man was hospitalized after an unmarked vehicle driven by U.S. Immigration and Customs Enforcement agents struck him during an immigration enforcement operation in west Houston on Saturday.

The Harris County Sheriff’s Office identified the injured man as Miguel Parra-Hernandez. Surveillance video shows him running through a shopping center parking lot before an ICE SUV turns into the lot and strikes him. His family says he suffered broken bones in both legs and requires surgery.

ICE said agents were pursuing another man, Jose Mendoza-Cervantes, who was the target of the enforcement action and remains at large. The agency said Parra-Hernandez ran in front of the ICE vehicle, while the available surveillance footage has prompted calls for an independent accounting of what happened.

Parra-Hernandez was taken into ICE custody while hospitalized. His family and immigrant-rights advocates are calling for his release and say he has lived in Houston for more than three decades.

Harris County Commissioner Lesley Briones and Rep. Sylvia Garcia called for ICE to preserve and release all video evidence and cooperate with the sheriff’s investigation.

The incident comes amid broader scrutiny of ICE vehicle pursuits and use-of-force practices during the Trump administration’s expanded immigration enforcement operations.
