MINNEAPOLIS, Minnesota — Minnesota’s top state investigators have been removed from the federal probe into the fatal shooting of a Minneapolis woman by an Immigration and Customs Enforcement agent, a move state officials say undermines transparency and independent oversight.

Minnesota Bureau of Criminal Apprehension Superintendent Drew Evans said Thursday that the U.S. attorney’s office cut off the agency’s access to evidence, interviews, and investigative materials related to the death of 37-year-old Renee Good. The decision effectively leaves the investigation solely in the hands of the FBI, reversing an earlier agreement for a joint inquiry.

According to Evans, the BCA initially coordinated with the FBI, the U.S. attorney’s office, and the Hennepin County Attorney’s Office, with the BCA’s Force Investigations Unit beginning work alongside federal agents. That arrangement changed Wednesday afternoon when the FBI informed the BCA that federal prosecutors had “reversed course.”

“Without complete access to the evidence, witnesses and information collected, we cannot meet the investigative standards that Minnesota law and the public demands,” Evans said, adding that the agency “has reluctantly withdrawn from the investigation.”

The FBI has not publicly explained the decision. The move has already drawn criticism from local officials, who argue that removing the state’s primary agency for officer-involved shootings raises concerns about accountability when federal agents use deadly force.

Hennepin County Sheriff Dawanna Witt said the federal action was “deeply concerning,” emphasizing that the investigation must be conducted transparently and without political influence. The case adds to broader tensions between Minnesota officials and the Trump administration over federal law enforcement authority and immigration enforcement practices.
