California – California will spend $278.4 million this year on its Cash Assistance Program for Immigrants, which provides state-funded support for legally present elderly and disabled residents who are excluded from federal SSI eligibility. The program is projected to assist 18,920 people in the next fiscal year, with standard payments of about $1,207 per month.
Recipients include lawful permanent residents who have not met federal duration requirements, humanitarian immigrants past federal time limits, and PRUCOL individuals, including some under federal supervision orders. State officials emphasized that all recipients hold recognized legal status.
The spending comes as the Legislative Analyst’s Office estimates a $18 billion budget deficit for 2026–27 and warns that structural deficits could reach $35 billion annually in later years. Republican lawmakers argue the state cannot sustain expanding programs while reducing Medi-Cal and other services, while fiscal analysts note that programs serving vulnerable residents typically require steady funding even during downturns.
For now, CAPI remains part of California’s broader approach to maintaining essential safety nets while navigating long-term fiscal pressures.
