A bill banning cellphone use in Texas K-12 schools is headed to Gov. Greg Abbott after passing both chambers of the legislature with bipartisan support. House Bill 1481, introduced by Rep. Caroline Fairly of Amarillo, prohibits students from using personal wireless devices during the school day starting Sept. 1, if signed into law.
Local school districts would determine how to store student phones, such as in lockers, secure pouches, or backpacks, and must implement disciplinary procedures for violations. Students with medical or safety needs would be exempt.
Texas would join at least nine states that already enforce similar bans, while 26 others are considering related legislation. Supporters argue phones disrupt learning, contribute to bullying, and negatively affect mental health. Fairly, the youngest Texas legislator, said she has seen firsthand how social media harms classroom focus.
Opponents raise concerns about student safety and limiting parent-child communication during emergencies. Despite this, the House passed the bill 136-10, and the Senate approved it unanimously.
