U.S. and Russian negotiators met Monday in Riyadh, Saudi Arabia, for talks on a partial ceasefire in Ukraine, just hours after separate discussions between U.S. and Ukrainian delegations. The talks follow a tentative agreement last week, brokered by President Donald Trump, for a pause in attacks on energy facilities and civilian infrastructure.

While Russia and the U.S. agree in principle on limiting strikes, differences remain. The U.S. says “energy and infrastructure” should be off-limits, while the Kremlin insists the deal applies strictly to energy infrastructure. Ukraine is pushing for broader protections, including railways and ports.

Russian President Vladimir Putin has demanded an end to weapons deliveries to Ukraine and a halt to military mobilization—conditions Kyiv and its allies reject. Ukrainian President Volodymyr Zelenskyy reiterated Sunday that Ukraine supports a full 30-day ceasefire and accused Russia of continued attacks, including a drone barrage that killed at least seven people over the weekend.

Talks continue, but progress remains uncertain amid ongoing Russian strikes and a cyberattack targeting Ukraine’s railway system.
