Washington, DC — President Donald Trump’s administration has made noncitizen voting a major election-integrity issue ahead of the midterms, but available evidence continues to show that illegal voting by noncitizens is extremely rare. The administration has expanded use of the federal SAVE database and pressed states to search voter rolls for potentially ineligible registrations.
The effort has produced some legitimate cases, but not evidence of widespread noncitizen voting. Reuters reported that federal prosecutors recently intensified enforcement, while investigations across multiple states have generally identified small numbers of cases compared with tens of millions of registered voters. Separate reporting found many registration problems resulted from clerical or automated system errors rather than intentional fraud.
The administration has nevertheless repeatedly presented noncitizen voting as a significant threat to election integrity. Election officials and voting experts dispute that characterization, pointing to studies and state reviews showing confirmed cases are uncommon. AP has similarly reported that Trump and allies have amplified the issue despite limited evidence of widespread illegal voting.
Courts have also constrained some administration efforts, while federal law limits systematic voter-roll removals close to Election Day. The Supreme Court recently allowed continued use of the expanded SAVE system while broader legal challenges proceed.
