The proposal, made in late January, sought to send unspecified third-country nationals to Ukraine, a country with no functioning civilian airports due to constant Russian airstrikes. U.S. officials have not explained why Ukraine was chosen, nor is it clear how Kyiv responded to the request.
The move marks an expansion of the Trump administration’s strategy to offload deportees to countries that are not their own, a policy already applied to nations like El Salvador and Panama. Critics say the policy violates international norms and poses severe humanitarian and security risks.
Ukraine has made no public comment about the request. Legal experts and humanitarian organizations have expressed concern over sending non-Ukrainians to an active war zone.
