President Donald Trump signed an executive order Tuesday that would significantly alter how federal elections are conducted, requiring voters to present proof of U.S. citizenship when registering and tightening rules on mail-in ballots.

The order, titled “Enforcing the Citizenship Requirement for Federal Elections,” directs state and local officials to document what form of identification applicants use to prove citizenship, such as a passport or Real ID. It also instructs the attorney general to challenge states that count mail-in or absentee ballots received after Election Day—common practice in many jurisdictions if the ballots are postmarked on time.

The order warns that federal funding could be withheld from states that fail to comply.

Legal experts say the order is likely to face immediate court challenges. UCLA law professor Richard Hasen called it an unconstitutional power grab that would “severely shift power over federal elections into the hands of the Presidency.”

Trump has long promoted false claims of widespread voter fraud involving noncitizens and mail-in ballots, despite no evidence supporting such claims.
