Washington, D.C. — President Donald Trump said he will not sign a bipartisan housing affordability bill, using the legislation as leverage after the Senate failed to pass his preferred SAVE America Act.
The 21st Century ROAD to Housing Act is still expected to become law without Trump’s signature unless he vetoes it before the constitutional deadline. The bill passed Congress with broad bipartisan support and includes provisions intended to increase housing supply, reduce some permitting barriers, limit large investor purchases of single-family homes, and encourage redevelopment of vacant or abandoned properties.
Trump said on Truth Social that the SAVE America Act’s failure to pass was “CRAZY” and urged Senate Republicans to end the filibuster to approve it. The voting bill would require proof of U.S. citizenship to register to vote and would create a national voter database, measures Democrats and voting-rights advocates have warned could make registration harder for eligible voters.
Speaker Mike Johnson has said Trump will not veto the housing bill, even if he refuses to sign it. Reuters reported that Trump also called the housing legislation “a big yawn” compared with the SAVE Act.
The dispute ties a rare bipartisan housing bill to Trump’s broader push to rewrite election rules ahead of the 2026 midterms.
