President Donald Trump proposed U.S. ownership of Ukrainian power plants as a deterrent against Russian attacks, amid negotiations for a partial ceasefire covering energy facilities and infrastructure.
Trump made the offer during a call with Ukrainian President Volodymyr Zelensky on Tuesday, suggesting that American control would provide the best protection.
“American ownership of those plants would be the best protection for that infrastructure,” national security adviser Mike Waltz and Secretary of State Marco Rubio said in a joint statement. They also hinted at U.S. expertise in running energy facilities as an added benefit.
The proposal is reportedly linked to Trump’s stalled minerals deal with Ukraine, which was paused after a tense Oval Office meeting last month. The New York Times reports Trump sees control of Ukraine’s Zaporizhzhia nuclear power plant—currently occupied by Russian forces—as key to future critical mineral extraction.
Zelensky did not confirm talks about U.S. control but expressed support for continued cooperation with Washington, saying “lasting peace can be achieved this year”.
