WASHINGTON, D.C. — President Donald Trump threatened legal action Monday after a liberal think tank published research concluding that his National Guard deployments did not measurably reduce violent crime in U.S. cities.
The Center for American Progress analyzed crime trends before and after federal deployments using multiple datasets covering violent crime, homicide and gun violence. Its July report found no compelling evidence that Guard deployments caused crime reductions, noting that violent crime was already falling in many cities before troops arrived.
Trump responded on Truth Social by calling the analysis a “Radical Left SCAM” and attacking CAP, its funders and researcher Chandler Hall. He said he planned to sue and suggested some donors could be added to the litigation, though he did not identify a legal basis for such a case.
Hall said on C-SPAN that the analysis tested several cities and time periods and found no consistent post-deployment effect. CAP’s own framing is openly critical of the administration, calling the deployments costly and politically motivated, but its statistical conclusion is distinct from that ideological language.
Broader crime data also complicates Trump’s claim that the deployments caused recent declines. The Major Cities Chiefs Association has reported nationwide reductions in violent crime, including in jurisdictions without National Guard deployments, indicating the downward trend is broader than the administration’s intervention strategy.
Trump has repeatedly credited federal deployments for falling crime, particularly in Washington and Memphis. The CAP study does not establish that the deployments increased crime; rather, it argues the available data do not show that they caused the reductions Trump claims.
