The Trump administration has reduced funding for Affordable Care Act (ACA) navigators—who assist people in enrolling for ObamaCare—by 90%. The Centers for Medicare and Medicaid Services (CMS) announced that navigators will receive $10 million per year for the next four years, down from $98 million in 2024.
CMS justified the cuts by citing low enrollment numbers through navigators, with only 0.6% of federal exchange sign-ups coming through the program at a cost of $1,061 per enrollment. Officials argued that the savings will help lower premiums for those who don’t qualify for subsidies.
However, experts noted that navigators played a key role in enrolling 290,000 people in Medicaid and the Children’s Health Insurance Program (CHIP) last year. The funding cuts are expected to save $360 million through 2029.
The Trump administration previously cut navigator funding during his first term, while the Biden administration later restored it, committing nearly $500 million over five years.
