WASHINGTON, DC — The Trump administration is preparing sweeping new health rules that would block federal Medicaid and Medicare funding for hospitals providing gender-affirming care to minors, according to draft text obtained by NPR. The proposed regulations, expected to be released in early November, would prohibit Medicaid and Children’s Health Insurance Program reimbursements for transgender patients under 18 and deny Medicare participation to hospitals offering pediatric gender care.
Experts say the measures could make access to gender-affirming care nearly impossible nationwide. “These rules would be a significant escalation in the Trump administration’s attack on access to transgender health care,” said Katie Keith of Georgetown University.
Supporters, such as Terry Schilling of the American Principles Project, called the proposals necessary, arguing most Americans oppose taxpayer-funded gender treatments for youth.
Critics, including legal scholars and medical professionals, warn the changes would be unprecedented in scope and could face immediate court challenges. The administration’s broader efforts have already included canceling transgender research grants and removing federal suicide prevention funding for LGBTQ youth.
