U.S.-China trade negotiations are “a bit stalled,” Treasury Secretary Scott Bessent said Thursday in an interview with Fox News. He added that talks could resume in the coming weeks, possibly including a direct call between President Donald Trump and Chinese Communist Party Chair Xi Jinping.
The comments come amid legal setbacks for Trump’s aggressive tariff policy. A federal court on Wednesday ruled that the 1977 International Emergency Economic Powers Act does not grant Trump broad authority to impose global tariffs, blocking his “Liberation Day” tariffs and earlier actions targeting China, Canada, and Mexico. While an appeals court briefly lifted the ruling, another court reinstated the majority of the block.
White House press secretary Karoline Leavitt criticized the judiciary, accusing the courts of “brazenly” overstepping their power. The trade policy shift has strained ties with key allies and unsettled markets.
Meanwhile, GOP strategist Karl Rove warned in The Wall Street Journal that Trump’s tariff-first approach could cost Republicans control of Congress. Rove urged Trump to embrace reciprocity instead of escalating trade wars with allies and adversaries alike.
