Sens. Maria Cantwell (D-Wash.) and Chuck Grassley (R-Iowa) introduced bipartisan legislation Wednesday to reassert congressional authority over tariffs, following President Trump’s sweeping trade announcement affecting most U.S. global trading partners.
The Trade Review Act of 2025 would require the president to notify Congress within 48 hours of any new or increased tariffs, along with economic impact analysis. Congress would then have 60 days to approve the action through a joint resolution or the tariffs would expire. Lawmakers could also repeal tariffs at any time via a resolution of disapproval.
Cantwell emphasized that the Constitution grants Congress authority over trade and war, warning that “arbitrary tariffs” harm U.S. businesses and consumers. Grassley echoed the concern, saying Congress has ceded too much power to the executive branch.
The proposal mirrors the War Powers Resolution of 1973 by placing time-limited constraints on executive actions.
