Secretary of State Marco Rubio directed all U.S. embassies on Tuesday to proceed with firing the remaining overseas staff of the U.S. Agency for International Development (USAID), part of a Trump administration plan to dissolve the aid agency by September 30.

The firings, which follow the dismissal of over 10,000 USAID employees and contractors, are part of a broader effort led by Donald Trump and the Department of Government Efficiency (DOGE), headed by Elon Musk. The administration aims to fold USAID’s responsibilities into the State Department.

However, the move may violate a federal court injunction blocking executive orders for mass agency terminations. Plaintiffs argue the directive disregards Judge Susan Illston’s ruling, though the administration contends the reorganization was already underway prior to the order.

State Department spokesperson Tammy Bruce downplayed the controversy, calling the announcement a routine step: “It wasn’t a surprise… and it is exactly what we previewed.”

Rubio’s cable instructed embassies to continue implementing the abolishment of all USAID posts overseas, a major shift in how the U.S. administers foreign aid.
