WASHINGTON, District of Columbia — The architects behind Project 2025 have released a new policy roadmap urging the federal government to actively promote heterosexual marriage and higher birth rates, outlining proposals that would expand government involvement in family formation and childbearing.

The report, released Thursday by the Heritage Foundation, frames declining U.S. birth rates as a national crisis requiring what it calls a “whole-of-government” response. Among its recommendations is a government-funded “marriage bootcamp” designed to encourage long-term heterosexual unions and reverse trends toward delayed marriage, cohabitation, and declining fertility.

According to the report, couples should aim to have an average of at least two children to ensure population replacement. The authors argue that public policy should explicitly favor cisgender, heterosexual marriage over alternatives such as same-sex marriage, polyamorous relationships, cohabitation, and single parenthood by choice. The report also rejects the idea that mothers and fathers are interchangeable, asserting that traditional gender roles are central to what it describes as the “natural family.”

The policy blueprint aligns closely with themes advanced in Project 2025, a conservative effort to reshape federal governance under a future Republican administration. It also echoes rhetoric embraced by President Donald Trump, who has repeatedly encouraged higher birth rates and supported initiatives tied to family formation.

The Heritage Foundation urged Congress to expand so-called “Trump accounts” by adding financial incentives for newly married couples. The White House did not immediately respond to requests for comment.

The report arrives as governments across wealthy nations continue to struggle with declining fertility rates, with limited success from past pro-natalist policies.
